The health, welfare, and safety of the people of the city require that regulations
and procedures be established that will provide for the storage, collection and disposal
of refuse and waste materials that accumulate within the city, including recyclable
material. The purpose of this chapter is to provide for the management of solid waste
and recycling, the storage, collection, transportation, recovery of recyclable materials
and disposal of solid waste in the city and provide for a stable revenue source with
which the city may provide adequate management of solid waste. To assure the existence
and continuance of the collection and disposal system that will benefit all citizens
of the city, it is necessary that regulations and procedures be established as set
forth in this chapter.
